Winter has been unusually mild through the first week of February, which has allowed numerous projects to continue working during this winter season. It is not very often that excavation contractors can be moving dirt in mid-winter, but this year has been the exception to the rule. Let us now hope for a mild and dry spring.

The 2019 construction season was exceptional, with 16 million man-hours worked in Local 18. The past 5 years have been some of the best work years in Local 18’s history. This is a testament to the skills and abilities of our membership. The organizing department, coupled with the assistance of the business representatives, has resulted in 82 new contractors signed to agreements with Local 18, adding job opportunities for the membership.

All capital expenditures at headquarters have been completed and paid for. The District 2 Union Hall is under roof, and exterior brickwork is being performed. The inside of the building has stud walls going in, with electric to start shortly. The project is currently three weeks ahead of schedule, with a completion date in May. Once the building is complete, it will be paid in full, with no debt. This will complete the planned capital expenditures, all paid in full, and zero debt.

Sound fiscal management by the administration, Executive Board, and membership of Local 18, coupled with Local 18 being financially sound, has allowed this administration, with the approval of the Executive Board, to reduce the administrative dues temporarily. Effective April 1, 2020, the 3% administrative dues paid by Local 18, 18A, 18B, and 18RA members shall be reduced to 2.5% of gross wages, and the 2% administrative dues paid by 18C shop members shall be reduced to 1.5% gross wages. This reduction will remain until such time as the Business Manager deems it necessary, and with due consideration of the Executive Board, to reinstate the full 3% or 2% administrative dues (whichever applies), as prescribed by the Bylaws of Local 18.

The PTTGC cracker plant is becoming a reality. Beaver Excavating has been on site for several months, moving 1.5 million yards of dirt. Several contractors have called the Union for wage rates for pile driving, with an expected start of May. Bechtel is the EPC contractor for the project, and they met with the building trades in late January, stating that they expect to start on site in the fall. This project will require many CCO crane operators to meet the production schedule of the contractor.

The Buckeye Xpress pipeline project should be starting now. It is 66 miles of 36-inch pipe running through District 3 jurisdiction starting in McArthur, going south through Vinton, Jackson, and Lawrence Counties and ending in West Virginia. The project should last through the summer.

The Amazon distribution center at Cincinnati/Northern Kentucky International Airport is well underway, and the first phase of the project is to be turned over to Amazon this summer. The remaining project will continue for another couple of years. Contractors on the job include Kokosing, Trumbull, and Columbus Steel Erectors, to name a few.

We are beginning negotiations with the OCA and the AGC of Ohio for our master agreements this month. The administration has considered all proposals submitted by the membership. Once a tentative agreement has been reached with the associations, we will advise the membership of the results and will be mailing out ballots to all eligible voters for your consideration.
